Central Carolina Community College is issuing a Request for Qualifications (“RFQ”) for a Private Developer for the undertaking of a Public-Private Partnership for the development of a life sciences/biopharmaceutical training space (“Project”) at the E. Eugene Moore Manufacturing and Biotech Solutions Center, located at 2101 Nash Street in Sanford, North Carolina (“Moore Center”). The tentative timeline, subject to revision at the sole discretion of the College within the bounds of statute and regulation, for this RFQ is as follows:

Scope of Work, Programming Requirements, & Contract Terms
The finalized contract to be awarded through this RFQ shall include the following scope of work, terms, and consideration:
- The Private Developer shall be responsible for fully funding the project in an amount not to exceed $1.2 million; projected expenses are currently at an estimated $1.1 million. The College shall be responsible for any expenses in excess of $1.2 million, so long as the scope defined in the contract is not exceeded at the request of the Private Developer. If the Private Developer wishes to expand the scope of work, the Private Developer will be responsible for any additional expenses associated with said expansion.
- Payment must be made up-front and within thirty (30) calendar days of the effective date of the contract; Private Developer must either a) certify that it has sufficient liquid cash assets to make said payment or b) provide adequate proof of financing through a third-party that would allow it to make said payment. College shall not be responsible for costs, damages, or losses incurred by Private Developer as a result of electing to finance its payment through a third-party and unforeseen circumstances arising in connection with the Development Contract.
- The College shall be responsible for the renovation of the facilities, including the selection of the contractor and associated suppliers, with the advice and consent of the Private Developer, which shall not be unreasonably withheld, to ensure the facilities meet the needs of both the College and the Private Developer. The facilities shall be consistent with the needs of a life sciences/biopharmaceutical training facility usable by commercial industry and community college training programs.
- The space to be renovated is estimated at 5,000 square feet; please see the included diagram for a representation of the space within the Moore Center.
- Renovation expenses shall only include the costs to renovate, upgrade, and otherwise improve the building and attached property; costs will not include equipment and unattached fixtures. College shall have no ownership interest in the equipment or unattached fixtures, but in lieu of monthly rental payments shall be given the non-exclusive, time-limited license to use any such items when utilizing the space for College-sponsored instruction, notwithstanding that the Private Developer may designate certain equipment for its sole utilization when it is reasonable to do so (e.g., proprietary equipment whose operation could qualify as a trade secret, equipment of excessive value, etc.).
- Private Developer shall only use the space for training and instructional purposes unless prior written consent is provided by the College, with such being at the sole discretion of the College. Use of the space outside of College operating hours shall be subject to a surcharge for the College to cover the expense of additional security during non-operating hours.
- College shall have the right to utilize the space for training purposes, not to exceed twenty percent (20%) of the total available time of the space per month (available time defined as total operating hours of the College per month), subject to thirty (30) days advanced notice to the Private Developer for any such use.
- The Private Developer must carry insurance of at least $1 million per incident and $1 million in the aggregate for commercial general liability, with coverage to include both business personal property and buildings, with the College included as an additional insured; Private Developer shall be responsible for acquiring any additional insurance needed to ensure adequate coverage amounts and coverage of leased and adjoining spaces. Private Developer shall also be responsible for obtaining any and all legally required insurance coverage during occupancy of the space.
- The contract shall be subject to the final approval of the Board of Trustees of Central Carolina Community College, State Board of Community Colleges, and any other legally required entity; the sublease arrangement shall be subject to the final approval of the Lee County Board of Commissioners, with primary lease terms flowing down to the sublease where applicable. Failure to receive approval from any of these entities shall render the contract null and void.
- Additional terms and conditions not inconsistent with the above shall be negotiated during the contract negotiation period beginning Thursday, November 5, 2026.
Qualifications Requirements
Private Developers who are interested in being considered for the Project must submit the following by the 5:00 PM local time on Thursday, October 15, 2026:
- Proof of Eligibility as Appropriate Partner: Appropriately licensed and insured life sciences/biopharmaceutical production organizations that are local to Lee County or are establishing a local presence in Lee County may participate.
- Proof of Financial Stability: Private Developer must provide evidence that they are a) currently financially stable, b) able to meet their financial obligations under the Development Contract, c) they are reasonably foreseeable to be able to meet the financial obligations under the resultant lease agreement, and d) are willing to release the College from its lease obligations in the event that the Private Developer becomes unable to meet its financial obligations under the resultant lease agreement. Please note, "trade secrets" as that term is defined in NCGS 66‑152(3) shall be exempt from disclosure under Chapter 132 of the General Statutes.
- Experience with Similar Projects: Private Developer must show what experience, if any, they have had with similar projects. Given that the Private Developer’s role in this Project will be almost solely financing, and all public-private partnerships are different, the College will accept evidence of public-private partnerships in general rather than ones that are identical or nearly identical to the proposed project. Please submit no more than three (3) examples, whether in narrative form or otherwise.
- Project Team Selection: Private Developer should supply a listing of licensed contractors, licensed subcontractors, and licensed design professionals whom the Private Partner would request the College include in any solicitations for the construction of the Project, notwithstanding that the College will be solely responsible for the construction and contracting process and shall follow all procurement statutes and regulations when selecting a contractor.
- Statement of Availability and a Timeline for Completion: Private Developer must make a statement outlining its ability to 1) meet its financial obligations deadline and 2) provide advice and consent on development, design, and construction matters. Private Developer’s preferred timeline for completion and occupancy is also requested. Given that the College is responsible for the development, design, and construction of the Project, the actual timeline will be largely dependent upon and set by the College.
