Crime Awareness and Campus Security Act of 1990 Annual Report
It is the mission of Central Carolina Community College to provide the safest educational environment possible for all faculty, staff, students and visitors at all CCCC campus locations.
Known and suspected violations of Federal and North Carolina laws and other emergencies should be reported to the college Vice President of Administrative Services.
Access to CCCC facilities is from 7:00 a.m. until 11:00 p.m. during school hours with key control allowing access to sensitive areas and after hours building entry.
Central Carolina Community College utilizes contracted security services in the day and evening hours. The college receives support from local and state agencies having jurisdiction.
Crime awareness is addressed at Personnel Orientation annually and Student Orientation each semester.
Faculty, staff, and students must recognize that taking individual steps to protect themselves from becoming the victim of a crime and working together as a campus community in prevention programs is essential.

Students participating in off campus (college sponsored) activities need to report criminal incidents to the law enforcement agency having jurisdiction, and inform the Vice President of Administrative Services as soon as possible after the incident.
CCCC promotes a drug and alcohol free environment and supports this nationwide movement.
- CRIMINAL ACTIVITY REPORTING

Known and suspected violations of Federal and North Carolina criminal laws will be reported to the following officials for appropriate action:
- Lee County Campus: Vice President for Administrative Services- G. Wayne Robinson or his Designee
- School of Telecommunications: Lead Instructor- Ben Johnson or his Designee
- Harnett County Campus: Provost- Bill Tyson or his Designee
- Chatham County Campus: Provost- Karen Allen or her Designee
- Siler City Center: Director of Continuing Education- Carl Thompson or his Designee
- The Vice President for Administrative Services, Provosts at Harnett and Chatham Campuses and the Lead Instructor at the School of Telecommunications
Will upon notification of criminal activity:
- Assign Emergency Response Committee member(s) to process and document the complaint/report.
- Involve (as necessary) the appropriate law enforcement support agency.
- Conduct necessary follow-up activities and file required documentation to college administrators.

- ACCESS TO CAMPUS FACILITIES
All Central Carolina Community College campus locations are open to faculty, staff, students, and visitors during normal operating hours.
All persons, while on the premises, are expected and required to obey all federal, state and local laws and ordinances, as well as college procedures governing appropriate conduct.
Person in violation of the above will be subject to any action deemed appropriate by competent authority.
- Accessibility During Closed Hours
- Access during closed hours will be governed by the following procedures:
- Prior arrangements must be made and approved by the person responsible for the location being accessed.
- Students desiring access to any academic facility must be accompanied by a staff member or have written approval from their instructor.
- Two persons must be present at all times using a facility such as a shop or laboratory where potential for injury exists.

Central Carolina Community College has security personnel on campus in the day and evening hours. The College has established and will maintain liaison with law enforcement support agencies.

Criminal incidents occurring off campus to students participating in a college function should be reported to the law enforcement agency having jurisdiction. The Vice President of Administrative Services should be informed of the incident as soon as possible.

Safe and Drug Free Schools and Communities Act of 1994
Central Carolina Community College complies with the Drug-Free Schools and Communities Act of 1989 (Public Law 101-226) as implemented by regulations and contained in 34 CFR Part 86, Subpart B, (amended as Title IV Safe and Drug Free Schools and Communities Act of 1994).
- Program and Policy
Promoting a drug and alcohol free environment is everyone's responsibility. CCCC supports this nationwide movement and is committed to maintaining such an environment for all employees and students. The unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance by employees or students at any official college location or at any location while engaged in activities on behalf of the college is prohibited. "Controlled substance" generally refers to drugs which have a high potential for abuse. Such drugs include, but are limited to, heroin, cocaine, marijuana, PCP, and "crack." This includes, but is not limited to, narcotic drugs, hallucinogenic drugs, amphetamines, barbiturates, marijuana, anabolic steroids, or any other controlled substance as defined in Schedules I through V of Section 2020 of the Controlled Substance Act (21 U.S.C. Section 812) and is further defined by regulation at 21 C.F.R. 1300.11 through 1300.15 or article 5 Chapter 90 of the North Carolina General Statutes. They also include "legal drugs" which are not prescribed by a physician. Likewise, possessing, consuming, or serving alcoholic beverages at any college location is prohibited*.
N.C. General Statutes 90-95 states that it is unlawful for any person:
- To manufacture, sell, deliver, or possess with intent to manufacture, sell, or deliver a controlled substance;
- To create, sell, deliver, or possess with intent to sell or deliver, a counterfeit controlled substance;
- To possess a controlled substance.
CCCC policies also prohibit:
- Possessing, consuming, or serving alcohol beverages or controlled substances; or use, manufacture, and/or sell of controlled substances at any college location. Applies to all employees and students.
- Possessing, using, transmitting, or being under the influence of any narcotic drug, intoxicant of any kind. Applies to all employees and students.
- Disciplinary Action
If an EMPLOYEE is convicted of violating and criminal drug statue while in the workplace, he or she will be subject to disciplinary action up to an including termination. Likewise, the violation of the college Alcohol Policy is also subject to disciplinary action. This action may include, but is not limited to, probation, suspension, termination, or the required successful completion of a drug or alcohol treatment program sponsored by an approved private or governmental institution as a precondition for continued employment.
A penalty will be imposed on STUDENTS through the office of the Vice President for Educational and Student Support Services as a result of unacceptable conduct which includes violation of the college's drug and alcohol policies. Disciplinary actions may include: a written reprimand; being dropped from a class; receiving a failing grade on a test of course; probation; suspension from the college; dismissal from the college; or possible prosecution. * Single exception is given to the Civic Center where alcoholic beverages may be served but not sold by non-college agencies renting this facility.
